NOTICE OF INTENT TO AWARD SOLE SOURCE
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.
This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 3204(a), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The National Nuclear Security Administration (NNSA) intends to award a sole source contract to Cadre5 LLC (Cadre5) located in Knoxville TN, 37932. The anticipated period of performance will be for a two-month base period with a three-month option period. The Government is considering this five-month contract to provide time to award a competitive solicitation for a five-year award for this requirement in the midst of an ongoing protest. The anticipated date of award for the five-year award is the fourth quarter of fiscal year 2024 or after the protest of award is resolved.
Cadre5 will maintain the NNSA Program Management Information System Generation 2 (G2) system which provides program and performance management information to NNSA. At the NNSA project level, the G2 system integrates scope, schedule, budget, and metrics information for Headquarters and Management and Operating (M&O) Partners, creating a single repository of participating program data. G2 also has execution-level modules for management oversight, data collection, analysis, and tracking and provides access to the data thru graphical representations, geographic information system (GIS) maps, business intelligence (BI), and on-demand reports. The work includes, but is not limited to agile developing of .Net (Framework, Core), Ag-Grid, ASP.Net (Web Forms, MVC, Razor, WebAPI), Barracuda WAF, C#, CSS-loader, D3, Epdfcreator, epmergepdf, JQuery, Kendo, Knockout, log4net, Material UI, Microsoft Azure Gov (IAAS, SAAS, PAAS), Node.js, Octopus Deploy, OfficeWriter C#, SSRS, OpenLavers, Postmark, React, SQL Server (Including SSIS, SSAS, SSRS), TeamCity, Telerik, Windows Document Core Fixed, and in a Microsoft Azure Gov environment.
This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
